It is believed that the first recorded use of a PSA for comedic purposes occurred in 1914 under the guidance of the newly created Department of Tomfoolery by then President Theodore Roosevelt. Construction had recently completed on the Panama Canal, and “Teddy” Roosevelt wanted to have some fun by spreading word via the newswires that work on the canal had loosened South America from its anchor. Crude drawings of Roosevelt kicking the floating continent down south towards Antarctica were very popular, largely thanks to enormous anti-latino sentiment after the Spanish-American War.

Years later, the Department of Tomfoolery would go the way of the Department of Indian Affairs, and be renamed. It is now known as the Ad Council.
